What is the Florida Health Information Exchange (HIE)?

Health Information Exchange (HIE) is the secure and electronic sharing of health information. The Florida Health Information Exchange (Florida HIE) provides three HIE services: Patient Look-Up (PLU), Event Notification Service (ENS), and Direct Messaging.

The PLU service connects existing health care provider networks for the exchange of health information across a statewide information highway. The ENS provides alerts to health plans about their members’ hospital encounters which the health plan then provides to the patient’s primary care provider for care coordination. Direct Messaging is a HIPAA compliant email service that allows participants to send and receive messages and attachments containing a patient’s clinical data. The Florida HIE also supports PLU Hybrid services which provide a connection to the PLU network through the use of Direct Messaging.

The Florida HIE was initially established through a Cooperative Agreement with the Office of the National Coordinator for Health Information Technology (ONC) in March of 2010. The Agency for Health Care Administration (Agency) began implementing the Florida HIE in 2011. After issuing an Invitation to Negotiate (ITN), the Agency selected Harris Corporation to build and maintain the Florida HIE infrastructure to enable the secure exchange of health information. The cooperative agreement with the ONC ended September 30, 2013. The Agency and Harris Corporation maintain a contractual agreement for ongoing Florida HIE operations.

The Florida HIE operates with continued guidance and input from stakeholders and the Florida health care community at large. The Florida HIE is sustained through user fees for the services offered.

Through our three services, the Florida HIE facilitates an environment for all health care stakeholders to participate in HIE across the health care industry. Stakeholders are moving towards more efficient and effective care through the use of Health Information Technology (HIT), supported by the services of the Florida HIE.
